1. When is the pre-match offered to candidates? Is it on the IV day? Or later thru E-mail?
2. After the offer, how much time is given to you to accept/decline?

1. it varies as bbb says, it can be in the day of the Iv, right there or even a couple of weeks later, usually by email.
2. 48hrs is what i've heard. but it must vary as well.
