1- do u mention in the application about ur visa status- do they know who they r shortlisting?
2- at wht stage of job application does GC help?- does it help to be shortlisted?

what kind of appl are u talkin about? residency? anyway GC is a great great advantage for everything in the states. application, residency, fellowship, job, etc.
