Kaplan Qbank USMLE

I have hard time to agree with the conclusion from UW Qbank:

If you suspect a pulmonary embolism clinically, and chest-x ray, ABG and EKG results rule out other differential diagnoses then you should begin treatment with heparin without waiting for a V/Q scan to confirm your diagnosis.

What do you think guys?

Thanks for any input.

What is the harm in giving a shot of Heparin (in the absence of Contraindications) in highly suspected case of PE ,before confirmation by V/Q scan????
