But if it is not available after nov. 1? I asked ECFMG to upload a blank paper that will make my application seem complete but I won't be able to provide the Dean's letter. Same question: Will it reflect negatively on my application?

Not if you are an IMG. Many IMGs can't provide this.

One more thing, dear bbb; Is it advisable to schedule all the iv in january? I'm planning to travel to the US just once for them and I wanted to do it in January. Do you think I could compromise my chances as PDs might have selected candidated from earlier interviews?
