Do I need to have already taken Step 3 before interview if I want H1b? If I haven´t taken it by time of interview, do I need to tell the PD exactly when I will take it? What if I ask for H1b and then I can not take Step 3 on time as planned?

My only answer will be if you want an H1b visa, you must have step three results in your hand to apply for it. Different programs will have different due dates for you to have your results.
