Can I apply to cali progs even if I don't have the Cali letter? I mean if I apply for it now. Is it too late?

Hey Wamba, you can apply for the CA letter now and submit the receipt as your 4th LOR instead of the actual CA letter. Once you receive the CA letter deassign the receipt and submit the letter as your 4th lor . I really do not know if you will get invited by programs if you do not have a CA letter in hand, bcoz i am not in a position to answer that question. I guess you could ask a question on forums if some one has ever received invites despite not having the letter.
