That's why some hospitals are cap exempt and some are not.

I was on the web page of USA immigration and homeland security and there I read that the limit for this type of visa has been reached in May this year. Now, I don't get this, how can we apply that way when our results are posted every year in february for current year??? So basically, we know 4-5 months before the start of residency if we even been accepted at all. On the other hand, I know that many physicians really do obtain their H1B visas prior to their residency - so how did they managed to do that? Please if anyone knows anything about this issues I would really appreciate your help. Thank you all very much.
