hello to everybody

I am an IMG and would really appreciate if anyone could help me with 2 questions regarding ERAS application.

1. in my application i've been asked if I am board certified - I passed USMLE step 3 - does it mean that I am board certified of not?

2. in my application I've also been asked if I had state medical licence - now, which licence do they reffer to, only USA medical licences or international as well - I am certified in Europe and the system lets me to put APO-FPO Europe but when I looked in my dictionary for that abbreviation it says that means "army postal office - fleet postal office" so now i'm pretty confused - does this reffer to any medical european licence or just USA medical licence for those employed in army or fleet.

Please, if anyone knows the answers to these questions I would really appreciate your help.

1. Board certif = passing board exam.
ii does not mean passing step3.
if you are board certified in your country, you can write it.

2. medical state license means only licence in USA.
if you click on this - you'll see that this program will not allow you to print any licence but US licence.
