I am a IMG and have an H1B visa for a research possition in georgia and adding an ammendemt on my H1B visa I can do my training with the same visa status, but I must take step 3 before starting the postgraduate training program.However, the license requirements in GA (where I am supposed to finally practice medicine) do not allow me to take step 3 before the training. How can I find a loop for this issue? Somebody told me that there is a "sit cold" option (?), something like apllying for step 3 in other state, but I do not understand since when you apply for step 3 you have to meet the requirements of the individual licensing authority to which you are applying for. If this were an option what states allows to take step 3 without having yet the training?

One such state is Connecticut.

Why don't you apply for a green card?. It is easy to get it when you are in research with an H1B. Even if you are a post-doc you can get it as a self-sponsor under national interest waiver. I did it last year and I got my permanent residency 3 months ago. Now I am IMG applying to residency with a green card. The process took me 1.5 years. Even if you don't get your form I-485 approved by the time you are applying if you get your I-140 is enough! you can get a work permit while waiting for your green card. Good luck
