incomplete application?

Hi, I was wondering if anyone knows what happens to our application if an LOR is missing. I mean, I have the LOR, but its going to take atleast 2 weeks for it to be uploaded. Should I apply now without it, or wait two weeks until its finally uploaded (things are taking forever!!).

I spoke with one program and they said they put the application aside until everything is in at once. What do you guys think?

applying after 2 weeks is going to be too late,I would suggest applying right now and let the LOR be loaded at its pace
