I cant be sure abt that.But last year I was in ur place without step3 and needed H1 and did not get any interviews.Doesnt mean it is the only reason maybe I had a bad CV or PS.Because this year I have step 3 too and no interviews yet.
Its always better to finish step3 as u have to take it anyways.Good luck with that
