If you want to do residency in CA whether it be IM, path,surgery etc you need to have CA letter. It is not needed when you apply for residency but before you start (given you are accepted in a program). As far as CA letter goes, you need to be ECFMG certified (STEP 1, 2 and CS + degree and transcript verified from med school) and other requirements (finger printing etc etc). It takes around 8 months for processing.

So it means i cannot apply for it till i pass all 3 exams right..i just passed step 1 can i apply for Ca letter

NOPS --- you have to have ECFMG certificate which in turn means that you must have passed STEP 1, STEP2 CK and STEP CS to be eligible to apply for CA letter --- sorry....
