If I remember correctly she has already anwered this question previously. Programs are not able to see any pending documents/lor, they have to download everything.

Correct - someone has been listening to me.
Programs can't download only certain documents. We get everything or nothing.

That depends on program to program. Most require at least 3 lors. Very few require only 2.
