If a program sponsor visas on J and H Visa, do they sponsor people on H Visa for IM Prelim or prefer J Visa? Shall I request for H Visa at on interview date?

It's going to be program dependent. At my hospital, H visas were sponsored for prelims only if they were going to continue at the hospital for their residency training
