what i understand from your question is that you want to know that after interviews when programs will start submitting rank order list, will they consider an applicant who is still waiting for CS score and is expecting CS result on 30th Jan.
Well, bbb is the right person to answer, ..
In my view... early and complete applications are the best bet that foreign graduates have in match.... I would have thought that ideally it is much better if IMGs are ECFMG certified by December 31st as this will give programs ample time to download your updated transcript and probably consider u for ranking, but saying that if you have good scores and do very well in interview, programs might still rank you and wait for your ECFMG certification before final ranking.
bbb, apurva and other seniors might throw some light on this...

yes this is my question....u hav got good scores....u get some interview calls......u give the interviews....and on15th jan when the rank order listing start u r not yet ecfmg certified...because ur step 2 cs result is pending coz of the ecfmg score reportiong group......so at tht time wuld the prgz rank u only on the basis of ur 2 scores or wait a bit so ur result might come b4 20 feb which is the date for rank order certification or just simply ignore u and rank u low.......

To be more clear.....i m talkin bout this step 2 cs score reporting group... Exam Date... Nov 5.....31st sec 2006.... Score reporting starts 30th jan.......closes 20th feb.... So if i give step 2 cs in this group ....do i stand a chance....

Depends on what each programs requirements are - there isn't just one answer for this.
