Deans letter is somethig you get from ur principal/ Dean. For foreign graduates it just says that u have studied MBBS from such year to such year, They dont giv elaborate ones.
IF you are not the first person from your college to come to US; then your college staff knows what a deans letter is just ask them for it.

Hi Shadia, Hope u are feeling better now. Mspe has a definite format which is available on the net. If u google "eras mspe", u can get that. It is in a very big format with graphs and picture. Called up ecfmg, who confirmed that it may not follow the same pattern. Mspe can be taken from any medical college. But they may not be knowing the format. So what I did was prepared myself one for me exactly in the same way given in the format, but excluding the graphs and other stuff. Then faxed it over to my parents who contacted the medical school for a similar one. Then those guys made a few corrections in it and gave it signed by my prinicipal on the medical school letterhead. Of course they charged us Rs. 1000. Whereas Dean's letter does not have any format. It is rather like an LOR stating that you have studied in the school, was good in blah blah blah and so on. This letter is relatively easy to get from ur medical school.
In case ur medical school is willing to give mspe (which I think u must let them know what is it exactly), then u can get it. There is no hurry for it as it has to be send before Nov 1st. And in case ur school doesn't give the mspe, then a dean's letter is good enough. Mspe actually is important to AMG and not to IMG. So relax.
Hope my elaborate post has conveyed that I intended to.
All the best.
