If I still have one LoR which is not yet uploaded at ECFMG but assigned by me, how would my application appear when you download it- as application incomplete or as that particular doc not uploaded? I already have the min req of 3 LoRs uploaded but my most imp LoR is not yet uploaded-so I have just assigned it.

bbb has mentioned they do not know how many LORs will be downloaded, but all available LORs will be downloaded whey they do it.
So do not worry about your 4th LORs, once it is available, it will be downloaded when the program doing the download.
