acetylCoA carboxylase catalyses first step in FA synthesys; in the presence of glucagon it is phosphorilated and inactive.The reason is ( I guess) if is fasting state(which means secretion of glucagon ) you don't have to synthesize FA because is to more energy consuming.

Yes. B. During Fasting, don't wanna be making/storing fats. So body inhibitis FA synthesis. Good stuff Blue Ocean!
