if programs can dowload applications and set up interviews after september 1st, why do they wait till november 1st to be able to download the deans letter?

if that is the case, then do programs wait till after they get the deans letter to send out interview requests to students? or do they make up their decision from all the other info in the eras application? do programs offer interviews without looking at the deans letter? thanks

Traditionally dean's letters didn't contain very useful information - with the new MSPE's it might be different.
