You say you passed step3 then you want to apply for step3. I think there is a mistake

it should be: i have passed step 2cs...
i think you need to be already certified to apply,
check that website

I meant passed CS and have got score card. Just not got ECFMG cert yet. Can I apply without actual certificate. I checked website and USMLE bulletin both. Application only asks for date of passing Cs which I have.
Can I apply?
