all seem to get 99 here is a lower score bad
what is the score that is bad

pill check out the preface of FA for step 1. There is a chart for how people get scores in the exams. So you will find out there are few ones who get it. Most scores are around 80s. So don't take serious all people with a 99 report. Trust in the real statistics that are given beautifully in FA.
