Its very much needed. Two things though.
a.) Its not called by that name now. They call it the Medical Student Performance Evaluation (MSPE) and have elaborate guidelines on how it should be written and what all it should contain.
b.) Most IMG's only manage to get a simple deans letter though, which is not even close to an MSPE. So get such a letter that includes your years of med schooling, that you were in good standing, perhaps special achievements if any and comments on your overall performance etc etc.
