Step3 is required for licencing. Few states let you sit for this exam if you have ECFMG certificate. Candidates are not awarded the full licence untill they undertake the required GME in US. I noted in "Green Book" that for international medical graduates 39 states will endorse for licensure the Licentiate of the Medical Council of Canada (LMCC). Candidates still have to complete a required GME in US. I wonder if you can tell me that, does this mean whoever holds the LMCC will require to sit for step3? Some programs need step3 before they can offer the H1 for IMG's, will this fullfil their requirement? I will taking Step2cs in August and my result will come late October. I will not be able to take step3 in time. I will appreciate the advice.

To get an H1 visa, you will need to complete all three step in the USA. That's a government requirement for the visa. That doesn't have anything to do with states requirements for licensure.
