and where's the pedigre...btw i think this has been discussed too. it was 0% i think coz i think IV -9 was a guy and they dont transmit mitochondrial diseases

I think the answer is 100% they are asking the risk for optic atrophy to develop in the male child of IV-9 is closest to ? they are talking about this child.

Guys, a child of a male with a mitochondrial inherited disease has 0% risk of the disease because the spermatozoa lost the mitochondria just before oocyte's penetration.The mitochondrial DNA is maternal!

The answer is A. 0% at first I choosed E. too, but when looking at the stem of the Q you will find the statement "Assuming that the family and personal medical history of the partner is unremarkable" they mean the partner of the male IV-9 which is important in determining the disease. It's A for sure: only females can transmit a mitochondrial disease.
