amirhossein is wrong here. Date on the degree is= date of issue of diploma/degreee Graduation date is when did you graduate. Usually it is date of late exam providing there are no other obligations. In general degrees are issued after the graduation but it could be possible a school issue degree on the same date so graduation date and degree issue date can be same date.

Dear New to USMLE, ECFMG consider 3 date for every applicant in its databade. 1. Attendance Date: Start and finish dates 2. Graduation Date: The Date that there were not any courses to be finished, they said Goodbye 3. Degree Date: the Date that your Diploma has issued The graduation date on my diploma is 2001, but the Degree Date is 2004. Of course it is a matter of misconception for people, you may contact your Uinv. for this. I don't think that those date are so important, however should be the same date as you submitted before to ECGFM. Open to any suggestion, Amir
