cos from health mionistry is only needed for j1 visas. as a rule H1B has got less chances of rejections but in all likelyhood you will be starting your residency late. chance of j1 getting rejected is more if u have one of ur close relatives in US ona greencard or if they r us citizens,but haviung said that in my case it got approved. Hope this helps clear ur doubts.
