One year of preliminary is required for radiology residency or one year of internship is required for dermatology.
How can we apply for this?
Do we have to finish a transitonal year program in 2007, and then we apply ophthalmology or dermatology in 2008 match?
Please explain this, thanks alot

That's exactly what you do. Unless you are applying for programs that have the first year built into them. Many programs are starting to do this.
