In Hashimoto's a goiter develops from TSH stimulation, but why is I-131 uptake low if gland is being stimulated. Shouldn't the gland increase the I-131 uptake from stimulation?

please do not confuse hashimoto's with graves. in graves, antibodies are stimulatory. (accounts for 60-80% of hyperthyroidism) in hashimotos they r not. infact it is a very common cause of goitrous, primary HYPOthyroidism

yes. it is a very common cause of goitrous primary hypothyroidism. my guess would be that it is attributable to inflammation due to the autoimmune process. ( btw on histology we wud see patchy llymphocytic inflammation)
