But if the answer choice have 90, I would like to choose it.
kills 90% of a bacterial inoculum in 10 minutes---> 10% remain in 10 mins
10^9---> remain 10^8 after 10 mins, 10^7 after 20, 10^6 after 30, 10^5 after 40, 10^4 after 50, 10^3 after 60, 10^2 after 70, 10 after 80, less than 10 (about 1) after 90.

C, and I agree with robin (100 is the best option in the ones available, but 90min would be a better one).
