Here is the way to write the Null Hypothesis that I learned during my Quantitative Research Method Course in a Master program.

Ho: no difference in air quality between two cities

H1: there is a difference in air quality between two cities

alpha=0.05 (or 0.01)

the study is concerned with respiratory problems and its relationship with air quality. so they are out to see if there will be any difference in resp problems related to air quality

I read the question again, that asks about one-tail

So D is the correct answer

C is the correct answer if the question asks about two-tail null hypothesis.

The rate of respiratory problems in the A city (with gov progr)> or = B city /in other words the rate of respiratory problems in the A city will not be any lower than that of the B city/, so the alternative hyp (what we hope to show) will be A
2.two-tailed null hypotheses will be

the rate of respiratory problems in the A city (with gov progr) = B city /in other words no difference between the two cities/,so the alternatuve hyp will be A>B or A
