Hi,
can any one please tell if we can appear for the exam on H4. And at what stage a change in visa is required.

yes you can, that shouldn't pose any problem
you will need a change in visa, only after you have completed all steps 1, 2 and CS, and only if the residency program that has accepted you, is ready to sponsor an H1 (working visa) for you.
Infact only they can change your visa for you , if they are ready to sponsor you.

hi
I have a quick question here.
I am also on H4 status now. what if i got green card by the time i complete my step1 &2 ck and cs. can i join residency, or do i need to complete step3 also ?

I think if you have a green card , you have a better chance of getting residency
you are allowed to give step3 later during your residency
