when talking about calculating rates we learned the formula actual cases/potential cases.

when getting the number of potential cases do you include the people who already have the disease(so actual cases plus at risk) or only people at risk? are actual cases still potential cases?

no...actual cases r not potential cases.they should not be included while calculating the risk rates
