is it possible to change CS center after registration - for, example from Atlanta to Chicago - and if so, is it free or I'll incur fee, even if I send notice to them 2 weeks earlier?

Yes, its possible and its FREE if you do it 15 days in advance of your last scheduled date. You can do it online thru the ECFMG website- the only catch being if there is a date/spot available in the new center. As soon as you confirm your 'new' appointment, your 'old' one becomes null and void.

If you already got your permit for a certain day and center: you can change the CS center only if the same day is available at the new center. If not, you'll have to change your exam date, too. I don't know what happens if you haven't got your permit yet. All the best with your exam and thanks again for your advice!
