Hello, Can someone guide me....am a permanent resident of US, do i need to take step3 before i apply for residency 07 or can i take during my residency. Do i need to take TOEFL?

 You don't need to take step3 before residency, But if you have passed this step it increases your chances during match/ it depends on your situation/ . You dont need TOEFL at all, forget it. But instead you need Step2cs. Hope it helps
