what steps R needed?
is my graduation certificate needed?
Am I free to sit for step 3 before applying to the matching program?

you must be ECFMG certified to sit for step 3. I think you also need to have your medical degree. www.fsmb.org

it doesn´t matter if you matched or not or whatever with that.
