The reason for gluconeogenesis is to create glucose for use as an energy source. So why would ATP, which one would assume is low during gluconeogenesis, be an activator of fructose-1,6 bisphosphatase? Why not AMP?

Gluconeogenesis only occurs when hepatic ATP levels are high, after b-oxidation. Gluconeogenesis is not for liver's own needs, its for strict glycolitic cells as RBCs, or the neurons.
