For US and Canadian candidates the USMLE is administered by the NBME rather than by the ECFMG. Passing marks for ECFMG candidates for Step 1, the Step 2 CK, and the Step 2 CS are determined by a statistical process that is based solely on the scores of US and Canadian candidates. For example, to pass Step 1, you will have to score higher than the bottom 9% of US and Canadian registrants. In 2001, only 66% of ECFMG candidates passed Step 1 on their first attempt, compared with 91% of US and Canadian candidates and only 75% of ECFMG candidates passed the Step 2 CK on their first attempt, compared with 95% of US and Canadian candidates. I guess means for ECFMG candidates - first time test takers - are also much lower than 216 and 220 (means for US and Canadian candidates - first time test takers - for Step 1 and the Step 2 CK, respectively).
