In Hep. B Vaccination, we are given the surface antigen and we make surface antibody which is protective (Active Immunity). -Since the sAB is an IgG does this Ab cross the placenta from a mother who was immunized years before her pregnancy?

I think it crosses placenta but the protection is passive and will wane with time so they should still get vaccinated to achieve active response.

A new born born to an Hep B immunised mother is protected for 3 months passively. but we recommend giving hep vaccine from birth to develop active immunity.
