It is lateral medullary syndrome /PICA syndrome. The PICA is a branch of the vertebral artery. It affects the dorsal medullary plate and portions of postero medial cerebellum.
The affected parts include:
1) Lower vestibular nuclei: vertigo and nystagmus.
2) Inferior cerebellar peduncles - dyarthria, dysphagia, staggering gait, hypotonia, inco-ordination of voluntary movements.
3)Spinothalamic tract - hence loss of pain and tempature senses on opposite side.
4)Hypothalamic sympathetic fibres that go with spinothalamic in the brain stem - hence horner's on same side.

Again , I liked Kaplan notes for it.
