Mood congruent means if a person is saying I am sad....and he looks sad on mental status examination then its called mood congruent........
Mood Incongruent means if the patient is saying I am sad but on PE (mental status examination) he is not..
And same for happy
This is rough explanation
Plz Correct me if I am wrong

I thought it was related to psychosis. I've read many explanations: One of them was If the hallucinations and delusional arguments of a psychotic patient are related to depression (suicidal, guilt, etc.) we talk about mood congruent psychosis;
If hallucinations and delusions are not related to depressive symptomes (persecution, grandiosity, etc.) we talk about mood incongruent psychosis.
But I'm still not sure it is the exact explanation.
