a few sites mention their program is non-pyramidal. what does that mean?

ill try to explain how i understand it.

an example of pyramid scheme:
30categorical places are filled by this particular batch of PGY1 for IM. by the time the batch reaches PGY3, only 10 is left. meaning they had sacked 20 of the 'weakest links' within the 3 years.
non pyramidal should mean if they start with 30, all 30 should graduate the program cause they dont have plans to fire anyone by time of graduation.
