hello. if it's your first time when you sending your application to ecfmg (this mean that you do not have ecfmg identification number) , it is suggested to send your application as soon as possible and of course no later then 6 month. but if you already registered with ECFMG , then i think you can send even 3 month before the beginning day of eligibility period which you chose.
