I'm a foreign grad. applying to IM programs. I did 2 Sub-Internships while I was in med school at 2 top tire programs in the US, though in surgical departments (Vascular and Cardiothoracic). I got 3 very good LORs from attendings there. However, the letters writers recommend me specifically to surgery in the letters. Can I use these letters to apply to IM programs in view of how important it is to have US clinical experience? Unfortunately, I cannot have the letter writers re-draft the letters in time to add to my application

Go ahead and use them. If you are asked why they say surgery when you want IM, let them know the truth.
