but i didnt get one thing,my cs result n certification shud be available when rank order list begins or when the quota change deadline begins or is it feb 22nd ,the rank order certification deadline.

What are you asking? I can't understand.
When should your ECFMG certification be available? Don't you have to be ECFMG certified to be in the match? Then the deadline would be when the rank order list is submitted.
