a program requires..............All candidates must be US citizens, permanent residents or hold a J-1 visa. No other visa (for example H-1 visa) will be considered acceptable by the University of ............... my question is, with an EAD, can one apply to this program? please help explain.

Ask them - especially if it's a "pre-green" card you should be okay.

Bobby, you can't use your EAD to change your profession......eg...if its for research visa you can't start residency till you get I-485 approved.
