Well...thats either one of these two reasons -
1. u are located in a country that has blocked blog domains for political reasons - like china and some parts of India and paskistan - to work around that either change the proxy settings of ur internet brower to one of the pulblic proxy IP addresses located at : http://www.proxy4free.com/page1.html
or else goto http://PKblogs.com and type in CSprotocol in the blanks to access..
2. Google Blogspot server itself may be down at times for maintenance reasons and should be up and running after 10 minutres to an hour..
