When you apply for J1, you sing a sheet of paper saying, "I will return to my home coutry as soon as I finsih the program." Wth this in mind, would it be OK for a J1 holder living in US to apply for a DV lottery for the purpose of getting a green card?

You sure can apply for DV lottery, but, if you are on J-1 with 2YHRR, you won't be eligible for a green card in case if you win it

after I decided to survive here, I don't wan't to go back. I prefer to get H1, I applied fro Dv since in my final year, 4 consecutive years now, but still i'v no luck for it. 2007 one is not start yet, right? If we have GC, we can do whatever, any program we like. wish for u

You can apply, but even if you win, you will not be able to accept it. You cannot change status until you have fulfilled the two year home residency requirement.
