Hey man, I'd go with tourist visa-You have a brother there and he will vouch for you. They dont need to know that you're trying to pass MLE-as there may be troubles... I am an American, not really into visa stuff, maybe someone else could post a reply. But,this seems like the most logical solution. Hope this helps you, good luck...

You should likely apply for a B1/B2 visitor visa to complete the USMLE step 2 cs. You should obtain your scheduling permit and then apply for the visa. Show evidence of your bank balance at home, but I would not present evidence of family living in the US since this may increase the chances that the authorities will consider u high risk to remain in the US indefinitely. Bear in mind that processing of B1.B2 visas is long right now. CGR

Apply atleast 3 months prior for an appointment. And dont even mention that you have a family member living anywhere near Pacific ocean.

what r u gonna write in section of application where they ask if u have anyone living in usa. and when subsequently u apply for further immigration benefits u cant hide this info. afterall u r not just coming with tourism on ur mind. u plan for usmle and residency and further stay. and u will be interacting with uscis many times. u cant hide this info coz evenualy if they find out this info , it will be a disaster for all ur future plans . these days uscis is even more particular of middle east asia and moslem nationals. i suggest u make ur decision after getting professional advice and not rely on this forum for this matter.

a friend of mine have a similar problem of yours , he asked a lawyer for his advise , and he told him that he will never recommend any one "and don't think any lawyer will do" to lie in the visa forms. it will be a great mistake to do so. if u get your visa refused you can reaplly after improving your documents "getting a job , having more economic ties..." . this was the advise from a profisional person.
