As a IMG i would like to know if there is some list or web page where the internal medicine residency programs are renked. The only list that i know is the usnews.com, but they renked the hospital but not the residency program. Please help me with that!!!!

There really isn't a "universal" ranking system because it would all be subjective and based on opinions.

For medicine programs you can look at the pass rate their program has in the ABIM medical boards. The link to that is at http://www.abim.org/resources/states/index.shtm
You can also check out reviews from residents at www.scutwork.com
In general - the top programs - at least in reputation - are at the top academic medical centers. The order might not be right, but you'll prob find the top 20 programs in each specialty among the top 20 hospitals.
