It is wonderful you have 3. Apply with 3 even to programs where they require 4. If you can get 4th why do not get it and send it later? Though, I think that how many is not that crucial. I think that requirements are more like guide lines rather than strict rules.

I would rather have three letters from people who really, really know you, than four from people who kind of know you.
